Tuten runs consistent 4.90's on 28's. He wins because he is
consistent. And the races he has dominated have been a low car turnout with exception to Darlington earlier in the year. If a big block with several systems can't run a 4.90 then they deserve to get their head kicked in. Small blocks can run 4.90's too, do some research.
Don't kick the man out of the race because he has worked hard and got a consistent tune up.
