The only Fire & Ice item Summit sells is part# NEX-SPEED00022 which is
not the complete Fire & Ice System even though it says it is. That part number is for just the Fire & Ice heating/cooling element alone. They offer this item for people who are running dual bottles because the controller that comes with the complete kit can control two separate heating/cooling elements.

I'm not sure where you got the JEGS price from, but they are selling part# SPEED00020, which is the entire Fire & Ice Kit, for $249.99. They don't sell any other Fire & Ice items.
