As for the IP thing. Its really kinda rare that you see two that are the same but it does happen. ISPs use dynamic IP addresses that normally recycle at 2-48 hours. Due to the fact that there are 4.3 (or 4.7, I cant remember off the top of my head.) billion possible IPs to choose from when someone sees the same one pop up they tend to think its the same person. Especially on forums.
