Default property and building questions

so im looking at buying another lot in my neighborhood. its been on the market for about 2 years, and they have come down on the price about $4k. i made a lowball offer, stood my ground on it, and they accepted.


the lot is on a 15% grade (or something like that), and is side to side. in other words, the street in front of it is also on the same 15% grade.
the lot is 140ft wide, 180ft deep.
wooded
40ft inside from the left side is a creek. runs front to back through the lot.


questions-
1. do any of you guys have experience with s.c. septic regulations? how far from the creek would a septic tank need to be located? 50-75ft? will the slope screw that up?
2. any special permits needed to run my skidsteer around a creek? i would like to use a root rake to remove all the overgrown stuff.
3. my neighborhood regulations mandate a single family dwelling of more than 1200sq. ft floorspace, along with its private garage,etc.. no garage/building by itself. i am considering building a garage on the property.... can i simply get everyone in the neighborhood to sign something saying they are "ok" with me making an exception?

just wanted to see if anyone might have any input on any of this...

You need to talk to your county and find out. Rules and regulations differ from county to county and sometimes city to city.

no, but this is an existing neighborhood with houses all around this lot. so i am ASSuming the soil will be ok for a septic system in this one. but, i know what you get when you ASSume....

i seriously did think about doing this. it would be a 2 story house missing the upper floor. (30x40x14)

Maybe if you heat and cool the whole thing, it might be considered 100% living space?? Of course add a minimal kitchen, toilet, shower, and a swing down bed that hinges up flat on the wall when you aren't sleeping.
